Is it really the same dryer?

Near enough. The D3198, D3190, and D3199 all use the same motor and ionic system. The D3199 adds a ceramic ion ring that the D3198 doesn't have, which theoretically distributes heat more evenly. In practice, most people wouldn't notice the difference.
